Electrical Panel Permit in Sacramento

Short version: yes, you need one; in the City of Sacramento it is a minor permit with no plans required; the city’s own published average total cost is $95; and the document that actually matters is not the permit but the signed-off final inspection at the end of it.

It is a minor permit — which is good news

The City of Sacramento defines a minor permit as one for which no construction plans are required, with all review for code compliance performed in the field. Main and sub service panels are named explicitly on the city’s minor permit list, alongside rewires and new circuits.

So nobody is drawing anything, nobody is waiting on a plan checker, and the inspection is the review. That is why a panel permit is a $95 line on a $4,000 job rather than a stage of the project.

Sacramento County works the same way by a different route: residential electrical panel repair or replacement is on the county’s over-the-counter list, applied for electronically and issued automatically once the permit payment has been made.

Who can actually pull it

This gets stated wrongly a lot, including by us on an earlier version of another page, so here it is precisely.

The city’s position is that anyone may apply, but permits can only be issued to three parties: property owners, who must sign an owner-builder verification; licensed contractors, who must provide a certificate of workers compensation insurance; and authorised agents, who complete the relevant form.

Where it gets specific is the online channel:

  • A California licensed contractor can pull a main or sub service panel permit online through the city’s Public Permit Portal, once registered.
  • A homeowner cannot do that one online. The portal’s homeowner list covers re-roofs, HVAC change-outs and water heater change-outs — not panels.
  • A homeowner can still apply by email, submitting the Universal Building Permit Application (CDD-0200), the Owner Builder Verification Form (CDD-0220) and the Planning Exemption Form Express (CDD-0035).

So the accurate sentence is: a homeowner can obtain a panel permit, but not through the online portal.

Whether you should is a different question. Signing the owner-builder verification means stating you are doing the work yourself and taking on the workers-compensation position that a contractor’s certificate otherwise covers. On a service change — where the utility disconnect, the meter and the inspection all have to line up — the saving is a permit fee, and what you take on in exchange is considerably larger than $95.

What it costs

The City of Sacramento publishes average total costs for common residential minor permits. For an electrical panel change-out or replacement the figure is $95.00. For comparison, adding or repairing an electrical circuit is also $95, a re-wire is $95, and an HVAC change-out is $225.

That total is made up of a building permit fee plus a general plan fee, a green building fee and a technology fee — with one extra line, a city operations tax, charged only when a California licensed contractor is the permit holder.

Two things worth taking from that. First, the permit is a rounding error against the job, so a quote that leaves it out is not saving you money — it is telling you something about the quote. Second, fees change; the city’s own fee pages are the place to confirm the current figure rather than any page quoting it, this one included.

Where permit cost actually matters is on the scope around it — what moves a panel quote from $2,000 to $9,000 is on our panel cost page.

The inspection, and the document that closes the file

Because there are no plans, the inspection is the review. The sequence that follows is the part worth understanding, because it is also the part that decides when you get your power back.

  • The work is done and the contractor requests inspection. In Sacramento County that can be booked online through the Accela portal, by phone, or by text message.
  • The inspector signs off. In the county’s own words, “your signed job card for final is your Certificate of Occupancy for residential projects”.
  • The local agency notifies SMUD, typically about one business day after sign-off.
  • SMUD sets the meter. Their published guidance is that their work is typically completed within seven business days of the meter panel inspection approval.

That final sign-off is the single most valuable piece of paper in the job. It is what an insurer asks for when a Federal Pacific or Zinsco panel triggered the work, what a buyer’s agent asks for at resale, and what a utility rebate application wants attached. Ask your electrician at the quote stage how quickly they get it to you.

If SMUD asked you to arrange a safety inspection on your electrical system, the city handles those as their own request type and homeowners can schedule them directly — that one does not need a contractor.

The EV charger exception

One thing not to assume. A new electrical circuit is minor permit work — except that the city’s current minor-permit list carries a parenthesis: new EV charger circuits require plan review submittal.

That means an EV charger circuit is not the same over-the-counter formality as the panel swap it is often bundled with. It is a submittal, and the city’s EVSE guidance expects cut sheets, a load calculation worksheet, a site plan and a one-line diagram showing service size, breaker size and conductors.

Worth knowing before someone quotes you a charger install as a half-day job. There is more on what a charger actually requires on our EV charger page.

Which counter you are at

“Sacramento” is several jurisdictions, and the rules above are the City of Sacramento’s.

  • City of Sacramento — Community Development Department. Minor permits, Public Permit Portal, email route for homeowners.
  • Sacramento County — Building Permits and Inspection Division. Over-the-counter electronic application, issued automatically on payment, inspections via Accela.
  • Elk Grove, Folsom, Rancho Cordova and Citrus Heights — each runs its own counter, with its own forms and its own queue.

An address a few streets from the city boundary can be a different department entirely. A local electrician knows which one you are in; it is a reasonable thing to ask them to confirm before they quote.

Common questions

Can I replace a panel without a permit?

Not lawfully, and not practically. A service change needs an inspection before SMUD will set the meter, so unpermitted work on a service generally cannot be energised through the front door anyway. It also resurfaces at sale, and it disqualifies the job from the utility rebates that want a copy of the permit.

How long does the permit take to get?

For a contractor pulling it online in the city, or electronically in the county, essentially immediately — the county states the permit is issued automatically once payment is made. The waiting in a panel job is the utility’s part, not the permit’s.

My insurer wants proof. What exactly do I send them?

The finalised permit — the signed-off final inspection, not the permit as issued and not a photograph of the new panel. If an insurance letter is what started this, our FPE and Zinsco page covers what carriers typically ask for and the timeline to get it.

Does the permit expire?

Permits do have validity periods and they vary by jurisdiction, which is a question for the issuing department rather than a web page. In practice it rarely bites on a panel job, because the work and the inspection usually happen within days of each other.
