Adding load the service cannot carry
An EV charger, a heat pump, an induction range, a hot tub or an ADU. A 100-amp service in a 1960s Sacramento home often fails the load calculation before the first new circuit goes in.

How a panel upgrade works in Sacramento
SMUD owns the meter and the service delivery, so this is a coordinated job rather than something an electrician can simply do on demand. The sequence is the same across the county.
- Permit and utility service application
Your electrician pulls an electrical permit — City of Sacramento Community Development Department inside city limits, Sacramento County Building Permits and Inspection Division for unincorporated areas like Arden-Arcade, Carmichael and Fair Oaks, and the relevant city counter for Elk Grove, Folsom, Rancho Cordova or Citrus Heights. Inside the city this is minor permit work with no plans required, filed by a licensed C-10 contractor through the Sacramento Public Permit Portal — homeowners cannot pull an electrical panel permit online. A service change is submitted to the utility at the same time.
- The utility schedules the outage
Usually the longest wait in the job, and the reason a booking made today may not happen for a week or two.
- Disconnect, replace, re-land
The meter is pulled and the service de-energised. The old panel comes out, a new panel or meter-main combination goes in, circuits are re-landed and labelled, and grounding and bonding are brought up to current California Electrical Code. Where the mast — the riser — the weatherhead or the service entrance conductors are also at the end of their life, they are replaced at the same time.
- Inspection, meter set, reconnection
A city or county inspector signs the work off. On a straightforward job the electrician coordinates a same-day disconnect and reconnect and you are back on that evening. On a full service change with a new meter panel, SMUD sets the meter after inspection approval — SMUD states that local agencies typically notify them one business day after sign-off, and that SMUD’s work is “typically completed within seven business days of the meter panel inspection approval”.
Plan for two to three weeks from first call to re-energised service on a straightforward job. The electrician is rarely the bottleneck — the outage slot and the meter set are. Ask upfront whether your job is a same-day reconnect or a meter set that waits on inspection; it is the difference between one evening and potentially a week. If you are working to an insurance deadline, get the permit pulled early and send it to your carrier as evidence the work is booked.

Ask about these before you sign
- Are permit fees included or added afterwards?
- Is the grounding electrode system in scope? Pre-1970s homes usually need new ground rods and a water-pipe bond. It is a very common change-order.
- What happens if the mast is condemned on the day? Get the contingency priced now, not mid-job.
- Who patches stucco, siding and drywall, and is painting included?
- Is whole-home surge protection included? It is now required on service upgrades under current code.
SMUD rebates: SMUD’s Go Electric bonus offers up to $2,000 towards panel and circuit work, but it is tied to electrification — typically a qualifying heat pump installation plus eligible circuits, using a contractor in SMUD’s network. A standalone panel replacement usually will not qualify. If a heat pump or EV charger is on your list anyway, sequence the work together and ask before anything is booked.

Check which utility serves you, because the process differs. Most of Sacramento County is SMUD. Roseville is served by Roseville Electric Utility, its own municipal utility with its own service-change process and timelines. West Sacramento, Davis and Rocklin are PG&E, which has a different application route and generally longer lead times than SMUD. An electrician who works mostly in SMUD territory is not automatically quick in PG&E territory — ask.
Why the licence matters more than the price
Panel work is one of the few home jobs where using the wrong person can cost you your insurance cover as well as your money. An unpermitted panel replacement can invalidate a claim, block a sale, and leave SMUD refusing to reconnect.
- Look for an active C-10 Electrical classification with the Contractors State License Board, verifiable at cslb.ca.gov.
- Check the licence number on your contract matches the business name on the licence.
- Confirm workers’ compensation coverage is on file if the contractor has employees.
- Under California law a contractor cannot take a down payment of more than $1,000 or 10% of the contract price, whichever is less, before work begins. Be wary of anyone asking for more.
- Insist the permit is pulled in the contractor’s name. If you are asked to pull an owner-builder permit for work someone else is doing, that is a red flag.

How long will the power be off?
